I used to do some work at a couple of them and if he is making the comparison, 
obviously he has never been to a nuclear plant.  If they don't know who your 
are and what your are doing there, someone is always by your side.  It would 
take a well disciplined unit to break in... otherwise this guys poor body would 
be perforated many times by the AK-47s carried by the guys on the guard towers 
and wandering around the plant... at least here in Virginia. I can't speak to 
lesser environments.

On the other hand, taking out transmission instead of generation would be a 
whole lot easier and is not dependent on the source of the power.
