\Documents and Settings\<user> is the home directory in Windows
(\Users\<user> on Vista). There is no predefined directory for per-user
installations. Even the Microsoft document on this topic is silent in regard
to the location
(http://msdn2.microsoft.com/en-us/library/aa370813(VS.85).aspx). 

Most users I've observed that install software as a non-administrator put
them into the "My Documents" folder as that is their perceived home folder.
On my Vista machine I added a bin directory to my home folder
(\User\<user>\bin) and store applications in there if they don't need to be
available globally.
