Install Ubuntu Linux, then:

sudo apt-get install hexedit

This was originally released over 10 years ago, and has been improved 
ever since. It reads a chunk at a time from any file or direct from a 
device.

Linux is chock full of decent, useful administrative and development 
tools. It won't be difficult to either copy the file from Windows to 
Linux or connect to it from Linux using Samba.

You may be able to compile it on Windows, if you'd rather. Here's the link:
