Hi, I'm not from the organization of the conference, but as I'm in close contact with some of the organizers, I'll try to provide some info about it.
In fact, in 2004 we had Markus Egger, that presented 2 nice sessions in english, of course. But he was more interested in watching the Brazilian F1 race that was happening that weekend. This year, probably there will not be any session in english. The cost of the conference is really very low. We are estimating the cost will be about USD 200, for 3 full days of sessions. That's why we did not invite speakers from outside Brazil. Unless someone is planning to visit our country, and would like to present something interesting, I'm sure it will be very welcome. No problem is the session will be presented in english or spanish. On the other hand, if someone would like to participate, I'm sure they will be very well received. From my part, you may count on me if you need any help in finding accomodation and with the language.
