Tools\Option\File Locations\Menu Builder

It must be

c:\program files\microsoft visual foxpro 9\genmenu.prg

This setting resides in foxuser.dbf if I am not wrong. When I carry a small 
set of exe in my thumb drive I use to have this problem.
