Most definitely!

I guess I never really design UI parts of more than a few controls at 
once. A panel here, a panel there, then finally put all the panels up on 
a form. So coding and testing the design of any individual panel is 
trivial, and tweaking the 'look' goes on simultaneously with coding the 
functionality. And it really is a matter of a second or two to run a 
test, and then a ctrl-c to break out of it, and an alt+tab to go back to 
the editor.
