I'd try to script this. Start by building a list of university names, then for each name do a google search on "<name> dean contact". Scrape the page for email, phone, fax. If all those are found, capture the data. Out of all the colleges and universities in the US, I bet 400 of them would come close to filling in in this manner. Review the final list, and do random sampling of 40 of the entries. Polish and repeat. At least it will be more fun than actually copying/pasting the data, which you could certainly hire temp workers to do for something like $10 per hour.
