Find out if there's a common version of Windows. My hunch is it is XP 
SP3 or Vista.

Try turning off themes and see if it makes a difference. Try going to 
Control Panel|System|Advanced|Performance and unchecking all those 
checkboxes.

I have a hunch this is just the path of innovation that your users will 
(have to) get used to.
