Attachments with mailto does not work in my experience (Outlook and Outlook Express). I have observed this exact behavior, and wasted hours following alleged sample code. From what I have read since, apparently I am not the only person who has wasted a lot of time trying to get it to work and it was not only Outlook. I migrated to Craig Boyd's FLL as well and it works great for interactive emails. For behind the scenes stuff I migrated to BLAT based on advice on this list.
