Second, I know there is software that already does this. And no offense meant to you, but it doesn't tip off the thief by asking for a key. It just phones in, period, and if it's stolen, the real user goes to a web site, enters the "I've been robbed!" code, and the next time the program phones home, it proceeds pretty much as you've described.
