In fact, FoxCharts already does it since the most primitive versions.

I recommend you to get the latest "Planned" version from this link.
In the last month, lots of improvements and fixes have been applied.

As changes are being applied at almost a daily basis, I've been uploading 
the most recent versions for test purposes as a different kind of release, 
somehow hidden.

People that are helping me in the development, testing, providing feedback, 
reporting errors can get there the latest version that I have and provide 
important help.

Download the latest version from there, and run either 
"ChartsSample_new.scx" or the EXE file in the "Samples" folder. They will 
run a Demo that covers almost all the possibilities that FoxCharts already 
does.

As I said before, for the  "XY Scatter" charts, select "Point" charts in the 
sample. You can draw just some simple points, or select some specific 
shapes. For the next release I'll add the possibility to draw any image or 
picture at the points destination as well.
If you are somehow familiar using GDI+, you can even create your own 
GraphicsPath object, containing any drawing, and use in your charts.
