Dr. T - I had this problem once when I was loading my own shells with some old powder.
What worked for me was cotten baby diapers, preferably ones that had been washed at least 40 times before (making them lint free). You got any young mothers in your clientele? Maybe tis time to beg for the 'stained' ones she was gonna throw away.
