There's no "unspoken rule" about it. At least here in Oregon we are trained to do that. You use the recoil of the weapon to help you aim for the next shot and the whole thing lasts less than a second or so. Very few officers are good enough with their firearms to do it on the range, let alone in a real world shooting situation.
