Hi Paul!

The fishing boats probably aren't going to have the budget to hire 
Blackwater and will have to secure themselves with their own people.

The pirates seek the fishing boats because of their fuel capacity and 
resultant range. Fishermen will have to fight or be captured and 
ultimately killed.
