This is the first I have even heard of that. Can you document it? You 
say it is "documented", where?

The supervisor of elections is a local elected office. Irregularities 
are the responsibility of the local office holder. In a D area the 
supervisor would be a D.

I believe the Republicans cheated in 2004 - absolutely.
