It looks like an implementation of the SL 1.1, so it's a little behind the times ( windows is at 2.0 ) but not too bad. I'm currently using Expression Blend and visual Studio 2008 for the development environment for my silverlight forays, but I don't see any reason it couldn't be done in mono as well.
