Even before the crash GM was on its knees. Sales are way down due to building poor quality cars and the wrong ones. Its stock price was through the floor a year ago and it's only gotten worse since. I bleive the reason your govt denied them funding assistance was that they (rightly) see them as a lost cause. Ford and Chrysler have serious problems that are beatable but GM is all but dead.
