Check the environment PATH for invalid folder paths.

We've got a weird C0000096 error occuring on a Win2K Pro workstation in a
center.  Other workstations in that center (also Win2K Pro) don't have any
problems whatsoever.  Our app starts and runs through its startup code
including using Stonefield Database Toolkit to verify the structure of the
database.  But after that completes, its a simple DO FORM Logon and then it
throws the C0000096.  I moved the data from the server to the local client,
adjusted the INI to point locally and retried....same failure.  So it's not
a problem accessing the LAN (...and because SDT completed just fine, I
didn't think it was).  I've run wOOdy's ProLib.de FTP for the
VFP9SP1 runtimes, reinstalling them in the app folder.  Still no luck. 
I'm starting research (google search results) but wanted to poll the folks
here.

The only thing the Logon form is doing is reading the INI files via the
registry.vcx ffc commands.
