treatment for all. But we are deeply divided on what government must do 
about our actual legacy of unequal treatment. One side demands that 
government create special opportunities for groups historically 
suppressed. The other side claims that affirmative action, rather than 
leveling the playing field, forces government to discriminate against 
other citizens."
