Are you aware of the industry to identify incorrect billing from a
shipper?  It is a multimillion dollar industry that acts as a
consultant to a company to find if they are getting overcharged on
their invoices/bills.

Because all of them will bill incorrectly, why is data important to
begin with.

You may be unaware but FedEx has an image of every package in the many
weight stations in their system.

We were challenging the shipping cost of an envelope that they said
weight 30+ pounds.  We got the image from FE that showed our envelope
on top of another box.  The scanners read our bill and sent the total
cost to our account.  This was happening on a weekly basis till we got
a third party to do the grunt work fighting with FedEx for us.  Then
we didn't know how many times it was happening.

So why would you falsely present misinformation to the public?  I
don't know?  Look at car sale ads on tv where they blister through the
fine print at the end, or state that the price they just gave was for
asset # 566655 only.

1) FedEx doesn't care and UPS is worse.
2) It's a volume thing where they will win more then they will be caught.
3) It is a calculated risk of will I get more business today because
my posted rates are older/cheaper then the other guys?
