hahahaha.  Why can't y'all see that the OS is set up for that
registration of OCX?

Why do you complain about the base rule set?



Then on XP, Vista, etc you must have admin privileges, etc. This is
too much for end users who are not at all computer literate.
Installing on the network server works just fine and is not so
difficult to support.

As you should have the admin rights for install on corporate sites.
Or did you miss the late 90's and this new century for all the virus,
trojan and rouge software that wants to play on your network.  .
