Check the following:
Do you have the config.fpw set to be included?
On the users workstation, is the PATH environment variable invalid?
(i.e. "c:\windows\c:\windows\system32" is missing a semi-colon.)

We've got RESOURCE = OFF (2nd line, just after TITLE) in our config.fpw yet
the foxuser.* files are still being created. We do not have any code in the
app that says SET RESOURCE ON either. What gives?
