In a hurry-hurry bill like this, powerful legislators are in constant  
11th-hour negotiation, adding and removing provisions in search of  
one more vote. When the ruling party has enough votes, the package as  
it stands gets shoved in front of the two bodies.

I bet you *nobody* --I really mean that -- not one single person --  
knew the entire contents of the bill when it was voted on. It *is*  
one of the failings of the American system, and one of the reasons  
that the approval rating of Congress is lower than even the Bush.

<cue: light, happy music>
Of course, no powerful politicians *ever* pull such shenanigans in  
*your* perfect political systems. Their motives are entirely pure.  
All laws and spending are carefully thought out, and always in the  
best interest of the People.
