The error arose because I had NOT set BIF_BROWSEINCLUDEFILES and BIF_EDITBOX !!
BIF_NEWDIALOGSTYLE = 0x0040,
// Allow URLs to be selected. BIF_NEWDIALOGSTYLE,
// BIF_BROWSEINCLUDEFILES and BIF_EDITBOX must
// also be set for this to work.
