I don't think the improvements in Iraq had have much to do with the Bush 
Administration's military surge.  The USA policy of paying off the Sunni 
Militias at $300.00 per fighter, which is a living wage in Iraq, so the 
Sunnis would focus on confronting al-Qaida; rather than civil war, 
probably had more to do with reducing violence in Iraq than anything else.

Also, with the election of President Obama, the USA ME policy changed 
overnight.  President Obama has already instructed his military 
leadership to begin preparation for the withdrawal of troops from Iraq, 
removing the main motivator for violence and instability in the region.  
Vietnam is now also a peaceful country and American travel there all the 
time to visit, vacation, and conduct business.
