I haven't cracked open the VFP9 runtimes merge module to look, but my guess
is that the runtime file components are marked as shared. If so, then they
will be removed when the product is uninstalled only if there are no other
products remaining on the machine that also installed the VFP9 runtimes
using Windows Installer. If another product also installed the VFP9 runtime
files using Windows Installer, then uninstallation of your product would
decrement the reference count but not remove the runtime files themselves.
