You're not providing enough info about the environment. You're going to need a powerhouse of a server for 25 concurrent users. Make sure the OS is 64-bit and you have lots of memory.
You state terminal services only. Are you licensing this from Microsoft because out of the box TS will only support 2 users in an administrative role. If you change it to a non-admin TS then you're going to have to setup a licensing server and pay for (I'm guessing on this part) for up to the number of concurrent user's you're expecting or a server license.
