Why be NORMAL! I understand why this is so messed up. Start with poor design on the first draft and let it build and multiply over 2 decades.
There are columns for Race_id as well as race, now same wrong concept for church, religion, lnaguage, veteran status, oh the list goes on. I am looking at making a DW for better reporting of this mess. I cannot change the base structure in the production environment.
