If I remember correctly, the 3.5 would be what is left on the current page.
Something in the back of my head remembers the page footer and or bottom
margin may not have been included in the calculation of remaining space.
I hope someone else might have some input, I've not used that feature much.

Data Grouping that I want to start only if there's sufficient room on the
page for the first related detail band to print. I *assumed* that I'd set
the value in the "Start group on new page when less than" field in the Data
Grouping window to indicate this desired minimum value. HOWEVER, that
doesn't appear to be working. The detail band should take up, at most, 1.5
inches. However, a minimum value of 3.5 STILL doesn't force the Group
Header to appear on the next page.
I should point out that I've got the Report Designer set to display in
pixels. Should I also use a pixel value for this page break value?
