Is this a Registry Problem?

Is this a Memory Conflict?

If I put copy of FOXPROX.EXE in another directory, it runs fine:  from 
the directory as well as from a desktop shortcut:

    "C:\Documents and Settings\Charles\FOXPROW.EXE"  -t 
C:\Progra~1\FPW26\1\os\X

Note:  I compared FOXPROW.EXE in the Program Directory with that in 
Documents. . . .. -- they are identical.
