I would expect the government to pay a lot for everything they get (except doctors' services, of course) but the 7 figure numbers here suggest to me that the quantity is more than one 2 pound package of two kinds of frozen hams. Military bases and ships use frozen ham as a staple. The price here is most likely a description of a single item of a large order, say a rail carload or even several rail carloads, which all have to be kept frozen from production to consumption. We don't want our boys and girls in uniform to be eating salt pork and hardtack, do we? Some time ago there was a scandal because the government paid $4 for an "ordinary carpenter's hammer".
