I think that might push functional languages over into the 'markup' category as well as SQL. My idea is more that programming languages are 'executable' for some hand-wavy definition, whereas markup is data that intends to convey structure. XML is markup; XSLT is a (non-procedural) declaration of execution to take place on that markup.
