If there were a world government, then there would need to be a system that segregated the responsibilities of the world order from those of its member, regarding the governing document in any situation.
If there were violations, I guess, it would come down to who had jurisdiction over a matter. It might work something like the segregation of responsibility between the Federal, state, and local governments in the USA. However, it would be a bear to form a consensus as to the highest law of the land, (eg get all the members of the new order to agree on a new order constitution that governed them).
