      No, it gives an indication of whether the latest is in 2009.

      Here is some more context:

      This is part of a program for more easily changing rates 
charged.  While most rates are set on certain anniversaries, this is 
not always the case.  My boss may determine some rates for the next 
year well in advance.  I want to display all current charge codes, 
but allow generation of new rates for only those that do not have a 
newer-than-current rate already set up.
