1) See if you are able to copy to the current user's temp directory. 
I believe that should always work regardless of UAC.
2) Check UAC settings on your machine vs. the client machine, ie, 
make sure they match.
3) Are you running your app in compatibility mode?
4) If not, is the application running as a privileged application?
