Hi Michael, I grew up in Detroit and wasted the first years of my adulthood there. The blacks are/have been completely in charge, and they are/have been by and large racists toward whites and Asians. Thus, all they have to work with are other blacks. You for the most part won't find blacks building neighborhoods, but they are remarkably good at tearing them down. I think this is very much to be expected, even if it has never been tried before. Regardless of the outcome, they will declare themselves successful. The houses in the relocation neighborhoods will go through the same cycle of neglect, abandonment, burnout and destruction.
