I work for a major corporation and they ask for my DUNS number on
contracts & such. I applied for and received one. It was not required.
I received calls about once a month to update information that
required a fee for some reason. If I remember correctly it was to make
my financial information available to their subscribers and possibly
rate my company. The free application had very basic information. So
they charge me to list (like yellow pages) and charge their customers to
get the information.

Please correct me if I am wrong. That was 15 years ago and the way I
remember it.
