Are you saying that Boudreaux is stupid?

My WAG is that they are setting these booms of coastal waters and they
needed a deep water setup.  Why?  Because you train to do it one way
and you only change tactics when you find that it isn't working.

This seems to have been a Coast Guard initial operation, not sure who
is calling the shots now.  Maybe way too many levels of shot callers.
