While not entirely a scam, it's not exactly 100% honest. See the snopes

The info on the sight is horribly out-of-date in most cases, and fairly
incomplete in others. This is a simple aggregating site that really doesn't
show anything new. They have been successful in their viral email campaign,
though.
It seems like a way to scare people into paying to protect their
privacy, and their actions don't really add to your privacy.
