Old dogs prefer to scratch fleas then investigate new tools.

I was shocked when a staff refused to work with a new tool we wrote
for them.  Took off and on years to do.  They flat out said nope not
gonna use it.  And they won.  WTF?

Oh yeah I work for Government now and what the leaders decide is not
always acceptable to the staff.  And the staff has a say in this.
Sure a bigger story here and a phone is ringing as well......
