The AR was exactly where he was supposed to be: even with the
second-to-last defender. The problem, of course, is that that was about 16
yards away from the goal line, meaning he had a terrible angle to judge whether
it went in or not.
I've wanted FIFA to add a senior official (maybe an older ref who can
no longer run the pitch) who has access to video and a headset connection to
the center ref. Only on extreme cases like this where there was a clear error
would he interrupt the game to correct the call on the field. Unfortunately, no
one in FIFA seems to agree with me.
