        A goal decision can be changed as long as play has not been restarted. 
The typical example is that a goal is scored, and afterward it is discovered 
that the scoring team had 12 men on the field. If the kickoff had not yet 
happened, the goal is disallowed, the extra player cautioned, and the other 
team gets an IFK. If the kickoff had already occurred before the extra man is 
discovered, the caution and IFK still happen, but the goal stands.

        In this case, the ref consulted with the AR before the kickoff, so had 
he decided that there was a clear offside infraction, he could easily have 
changed the goal decision.

         As far as it making a difference, that's true as long as you're simply 
looking at the final score. But in the flow of a game, having a level score 
changes the dynamic quite a bit from when you are down a goal. So it does make 
a difference in the game. The bigger problem is that it makes the refereeing 
crew look inept, which can lead to dissent later on.

        When I coached, I told my players that getting a bad call is like the 
ball hitting a bump in the field and taking a bad bounce. It sucks, but when it 
happens, it's much better to adjust and move on than it is to sit and sulk.
