IIRC Vista and 7 won't run DOS apps in fullscreen because the new
display model used doesn't support it.

display model (WDM) used doesn't support it. 

Regarding the problem, there might be some BIOS settings that can affect
it. 

Also try creating a batch file thus:

mode con lines=25
myexe.exe

And running that instead of myexe.exe directly.
