A guess here, but I think your msxml4.dll file is missing or corrupt.
Make sure this file is on your workstation and in a path Windows can
find. I believe this file also needs to be registered.

I haven't looked, but I bet there's a MSI file from MS that you can
download to (re)install and re(register) this file.

If this doesn't work, post back and I'll think on your problem some
more.
