Are you talking about small to mid sized biz of say 200 employees or under?

I have seen the underpaid people request support and the top execs
approve the new hire process.  Rarely do I see the top mgmt do the
hiring.  They might meet with the candidate once but not a real player
in hire process.

BTW what constitutes a rich person anyway?

150,000 or 250,000 per year?
