I'm sounding an early alarm that we, (eg the USA as a country), must 
forever remain vigilant.  You may think my feelings absurd, but history 
has proved, over and over again, that the horrors of fascism can take 
hold of a country, and impose itself before anyone realizes its seeds 
have even been planted.

Compassionate, humanitarian improvements and enforcement of an 
immigration policy is fine.  It should be uniform throughout the 
country, which would require congressional legislation defining an 
overall policy and agency in charge, and of course, application of 
Constitutional protections.

I  don't favor ad hoc immigration law and enforcement policy among the 
various levels of government, (eg Federal, state, and local 
governments).  That would lead to confusion resulting in harsh 
inequalities and even worse should the country become fascist.
