I was thinking of the people who build smokestacks. The smoke stack is cheaper without the scrubber. So they can afford a bribe if the officials will take bribes. Ergo, go where they can bribe out of any requirement and it is, in fact, a joke. No telling when the rank-and-file Chinese will get tired of choking it down. Right now half of them are running around with SARS masks on.
