Well, under 64-bit Windows there is registry redirection to stop 32-bit
and 64-bit apps trampling on each other. You view the 32-bit keys by
using the regedit.exe contained under \windows\syswow64

So that's where you would address registry permissions. Aside from that
it will be a West Wind issue, a Windows 7 setting issue, or a
combination.
