I replaced the * with & and it didn't make a difference.  You're right 
about logical expressions...it's basically saying "if true and true then 
SUM this range."  I'm believing that because I don't specify the ELSE 
part of the IF, it's ok.  ??

My current thought is that the syntax for determining the existence of 
"H" and 9 in the column range is flawed.  At least that's what I'm 
getting when I choose the "Show calculation steps" option.
