What a joke. The N Koreans pulled the wool over this guy's eyes. They rattle and shake, make agreements then go on behind the scenes to do what they want. To build the current facility must have taken all the time between when the threw out the nuclear inspectors and today. Because they knew that it would take that long, they could put on a show of agreeing to the treaties.
